How to assess multi-stakeholder engagement in the VNR process

Compiled from member experiences shared at a Global Forum side event during HLF 2025, this 'how to' note proposes indicators that can be used to assess multi-stakeholder engagement in a VNR process. It can be used to assess how inclusive the process has been to develop a VNR in a structured way, or to provide a checklist of factors that can be considered when designing the process for a forthcoming VNR.
